RESOLUTION
This Annual General Body Meeting of the P&T Audit officers’/Senior Audit officers’ Association held on 18th March 2012, notes with deep concern the situation prevailing in various BAOs, due to acute shortage of funds for Travelling Allowance.

It is reported that in most of the BAOs, only meagre amounts are given as TA advances and final claims are pending for months. There have been several cases where audit programmes have been curtailed due to paucity of funds. This situation besides causing serious financial difficulties to touring staff members, also dilutes the efforts of the department in discharging its constitutional obligations.

This meeting urges upon the C&AG of India to take adequate measures so that (a) all TA pending claims are settled in April, 2012 itself and (b) such shortage does not recur in 2012-2013.
This meeting resolves to send this resolution to Hon’ble C&AG of India.
It further resolves to send a copy of this resolution to All India Audit & Accounts Officers’ Association.

We are glad to welcome you to this newly introduced blog of our own. Our Association has started it’s functioning in February 2007 and after a series of correspondences with  DGA P&T and C&AG got its recognition under CCS (RSA) Rules, 1993 in the year 2009. And recently held it’s 3rd Annual General Body meeting on 18th March 2012 at Thiruvanantapuram. During this journey Association always felt the necessity of keeping close co-ordination with it’s each individual member posted in DGA P&T’s Office and 14 Branch Audit Offices scattered throughout the country. We tried to maintain it by using all the available means of communications. Now this blog will make it much convenient to reach you. We hope that this blog can attract your precious attention and interest and by the same way Association will also get your valuable suggestions at regular course for it’s smooth functioning.

RESOLUTION

This Annual General Body Meeting of the P&T Audit officers’/Senior Audit officers’ Association held on 18th March 2012, while taking pride on the fact that our organisation has been in the limelight due to the various reports that we have produced, takes serious note of the fact that the prevailing acute shortage of supporting staff (Assistant Audit Officers and Auditors) is causing serious difficulties to Senior Audit Officers/Audit Officers in discharging their duties.


This meeting wishes to underline the fact that the severe shortage of staff is having a telling effect on the discharges of our constitutional obligations.


This meeting requests the C&AG of India to provide sufficient strength of Assistant Audit Officers and Auditors by recruitments to all BAOs so that duties of the Department can be discharged to the full extent.


This meeting resolves to send the resolution to the Hon’ble C&AG of India.

It further resolves to send a copy of this resolution to All India Audit and Accounts Officers’ Association.

Draft Report on the working of the Association since last annual general body meeting held on 8th January 2011 to till date.

Dear Friends,  
On behalf of the P&T Audit Officers’ & Sr. Audit Officers’ Association I welcome all delegates and invitee to this historic moment of our 3rd Annual General Body Meeting. We are thankful to our friends and members of BAO Thiruvanantapuram, Who are hosting this meeting at this beautiful coastal city. We are also thankful to the members of P&T Audit, Category II Association and P&T Audit Category III Association of BAO Thiruvanantapuram for their presence in this meeting in response to our invitation. We are proud to get the Secretary General, All India Audit and Accounts Officers Association with us as our Honourable Chief Guest.

Homage 
Before placing this report let us pay our homage to those memorable personalities who had sacrificed their lives for safeguarding the interest of the Nation and for the unity, integrity and security of our country. We take this opportunity to pay homage to all the valiant fighters of working class movement who have departed us during the period.
We also pay our homage to all our brethren who departed us while in service.

Situation prevailing around us
The unprecedented inflation and rise in prices of the essential commodities and its accelerating trend due to the pursuance of the anti people economic policies of globalization adopted in our country has made the middle class and poor peoples’ life miserable and unbearable. The raging inflation has already nullified the post VI th CPC “feel good” factors of Central Government Employees and middle level officers like us. The new liberal economic policies of the UPA 2 Govt. has fastened the road towards disinvestment of PSUs along with the multi crore rupees scams like 2G Spectrum, Common Wealth games, Adarsha Abasan of Maharashtra, Krishna Godavari Basin and many more. These scams are hand in glove with the politician, bureaucrats and corporates who actually dictate the governments to make anti people policies. This meeting urges upon the members of our association to promote the awareness of common people on these burning issues.
On the other hand the forces of disintegration in Kashmir and North Eastern States, Maoist activities in Chattisgarh, Orissa, Jharkhand, West Bengal and Andhra Pradesh and the world wide terrorism have created a blatant threat to the sovereignty of our country and disturbed the peace of world. Appropriate action with clarity and wilful mind is very much necessary to tackle these issues.

SITUATION in Indian Audit and Accounts Department
The entire Department of C&AG is facing problem of downsizing of work force disregarding the constitutional liability to make the people aware of the loots that are being carried out by multinational and Trans National Corporations. the C&AG had indicated through various documents that the vision and mission statements for the IAAD were being revisited, and a single strategic plan was necessary in order to realize the vision and elaborate on the activities that would follow from the mission. It has been stated that this strategy was part of compliance with international best practices followed in corporate planning. The Office bearers of our Federation (i.e. All India Audit & Accounts Officers Association ) were called by the C&AG’s Administration on 25th January 2012 to brief the department’s proposals on “Re-Organization of audit of Govt. of India and States. The idea behind the strategy so disclosed is obviously to restructure the organizational structure for audit of G0I entities on the basis of ministry/ department, rather than the type of entity, whereby a central ministry as well as PSUs and autonomous bodies under it will be audited together by a single office (or Group of offices), and audit of several ministries /Departments (grouped sector wise) under a single DAI and to regroup the offices by removing the existing boundaries to audit the entities. The C&AG’s administration firmly believes that the proposed regrouping will move towards an assurance based audit approach. While doing so the proposal would comprise sectorial integration (moving away from a function based audit approach to a department based or a sector based approach); minimal reporting lines and segregation of central audit from state audit. In respect of state Audit the audited entities will be redistributed between AG (civil) and AG(C&RA) on sectorial basis and mainstreaming of LB Audit offices. Our Association is in great doubt on the clarity and willingness of CAG to address the issue of abdication of audit in Govt. transactions taking place on dictation of the nexus of Politicians, bureaucrats and corporate. The proposed re-organization will only keep the promotional and other vested interests of the top level Officers with the abolition of the vast human resource of IA&AD.
There is evidence of several brutal attacks by the CAG’s Administration on democratic functioning of the mass organization in different parts of the country. Even in the prevailing situation of attacks our organization has participated in all the programs circulated by our federation to achieve our just demands of 1) conferment of Gr. A status; 2) Up gradation of grade pays of Rs. 6600.00 to AOs and 7600.00 to Sr. AOs; 3) Early finalization of cadre review and IV) Removal of age limit for promotion to IA & AS cadre.

SITUATION in P&T AUDIT OFFICES 
In the office of DGA P&T and its Branch Offices the “Audit Norms 2000” was came into effect from the year 2000-2001. Thereafter a long passage of 12 years has passed. In Telecom as well as postal sectors, where frequent technical and administrative changes are taking place, the age of this “Audit Norms” is too old to its implementation. In between several workloads like certification of Accounts, Performance Audit and Theme Based/ Risk Based Audit have been added. Due to improper Audit Norms we are now compelled to bear the enhanced work load with a reduced number of man-days. On the other hand the prevailing “available manpower based annual audit plan” resulting in insufficient audit coverage with adverse effect on the quality of Audit Reports.
Delay in receipt of approval on the proposed annual audit plan also disrupting the smooth functioning of the Branch Audit Offices. In respect of the year 2010-11 all the Branch Offices had sent their draft Audit Plan to the Office of DGA P&T within the due time. But it is learnt that DGAP&T itself had got C&AG’s Approval on it at the middle of June. Awaiting the approved audit plan BAOs could not properly utilize their available Man Days in the first quarter of that year. The same problem was repeated in the year 2011-12 also.
Due to insufficient allotment of fund under TE Head a considerable number of Audit Parties could not be provided with TA Advance. Even though, our Officers have performed their tour programs on the call of their sense of moral responsibilities. But the Administration has not shown it’s minimum responsibility to clear the Final claims of Traveling Expenses incurred by the AOs/ Sr. AOs from their own pockets.
Functioning of Branch Offices of DGA P&T are intentionally being neglected by the authority. BAOs are to be headed by one Group Officer, but of the 14 Branch Offices 4 (Bhopal, Kolkata, Cuttack and Jaipur) are not having any regular Group Officer since a considerable long period.
In this disgraceful situation the Association has no alternative but to sustain the efforts to compel the Comptroller & Auditor General of India to perform his Constitutional Duties and Responsibilities for the sake of common people and to safeguard and promote the dignity and common interests of our members.

3rd Annual General Body Meeting of P&T Audit Officers’ and Sr. Audit Officers’ Association.


Dear Members,
            The 3rd Annual General Body Meeting of P&T Audit Officers’ and Sr. Audit Officers’ Association has been successfully completed on 18th March 2012. The Members of BAO Trivandrum were the host of the Meeting. Their cordial hospitality moved the Delegates and Guests. The Active co-operation of the leadership of Category II and Category III Association with our Members to organise the Meeting was noted.
            This day long Annual General Body Meeting was held at P&T House, Trivandrum. In the Open session our Honorable Guasts Sri S Mohan, Secretary General of our Federation; Sri Badaruddin, the veteran leader of Audit Officers Association and Sri John Mathai, the leader of workers organisation addressed  the meeting. Sri P G Raghunath, President and Sri S Ramakrishnan, Secretary of P&T Audit Category II Association, Trivandrum were attended the meeting as Invitee Observer.

In the Delegate session the prevailing situations of Indian Audit & Accounts Department and the recent vindicating attitude of C&AG administration was discussed with deep concern. A detailed discussion on the present problems of P&T Audit Offices was also taken place. Insufficient allotment of fund under TA and other Heads, delay in approval of Annual Audit Plan and shortage of staff in AAO and it’s lower cadre in all Branch Offices have got extra importance in this discussions. The Meeting adopted specific resolutions on the above issues.
